Create config file to hold reference for all ports being used

Description:

Centralise the definition of each port and what its used for. Prevents subsystems from using same port and ensures consistency among subsystem and payload programs.

Deliverable

• Single file in project root directory with mention of each port in use and a description of its use. #61
• Modify existing subsystem and payload programs to use configuration file #63
