Make a simulated OBC that will mimic how the real OBC should respond to the ADCS

Motive

• We need to be able to check if the simulated subsystem is outputting the correct command based on the input from the OBC.
• The main OBC also has to have a set of behaviours that must be followed when interacting with the ADCS.
• We can get prototypes of both if we start make the OBC side of the connection now.

Tasks

• Build OBC code that can communicate with the ADCS
  • Preferably, just do it in Rust.
