What happened?

Please integrate Microsoft abstractions for Open Telemetry components (logging, tracing, metrics). That the user can pass and ILogger or ILoggerFactory instead the need attaches a Trace EventListener and forward to ILogger.

@koepalex - Could you please clarify the urgency of this request? Currently, our focus is on the AIO2510 work items for the September sprint. From a priority standpoint, should this be considered higher or lower than the Streaming support work?
