[P2] Bulk Agent Enrollment via Voucher Codes

Context

With 7+ rigs, individual agent registration is tedious. Voucher codes allow batch enrollment: generate a code, deploy it to multiple machines, and agents self-register.

What hash_hive Would Need

1. Voucher code model — Generate single-use or multi-use enrollment codes with expiry
2. Enrollment endpoint — Agents present a voucher code instead of pre-shared token for initial registration
3. Voucher management UI — Create, list, revoke voucher codes from dashboard
4. Project binding — Vouchers are scoped to a project, enrolled agents auto-join that project
5. Usage tracking — Track which agents used which voucher
