Not able to change google build packs builder to latest

Intellij and all plugins are up to date

Expected Behavior

Want to Choose V3 Builder: In the subsequent dialog, select the desired buildpack builder that corresponds to v3, such as gcr.io/buildpacks/builder:google-24 (or the latest recommended Google Cloud builder image), and click Okay

Actual Behavior

Below screenshot displaying v1 builder
