62: Minor conditions tweaks

- In theory, you could evade CommandLine logging with "end with" filtering by appending a legitimate command to the end as an argument. Changing to "is" to avoid that.
- Removing privacy warnings, should be evident.
- Broaden Win10 update file creation exclusions.
