32-bit-support for toga-winforms is missing

It seems that toga-winforms==0.5.2 support both 32-bit and 64-bit while toga-winforms==0.5.3 only supports 64-bit. Is this intentional as I think this should be a breaking change and the version should be bump to 0.6.0.

BeeWare hasn't supported 32-bit Windows for a long time (beeware/briefcase#1017), so I don't think we made any intentional changes in this area. What differences are you seeing?

it seems pythonnet does work on native 32-bit Windows so how about adding the necessary dll and publish the 32-bit wheel with a deprecation status. For the latest rc version of pythonnet, I dont think they will drop 32-bit anytime soon so it will be still running https://pypi.org/project/pythonnet/3.1.0rc0/#files

Sorry, like I said, we're unlikely ever to do this due to the extremely low remaining usage of this platform, and the fact that it would require additional testing work to verify.
