I keep getting an error every time I try to open a map

I haven't found anything online talking about it, reloading/resetting the tab doesn't seem to work, neither does closing the tab altogether.

Have you turned on 'Sync Plays to YouTube' since it's YouTube rate limiting you

It might be just because they aren't updating it anymore, because there is rhythm plus V2

I doubt it since this is a YouTube problem not a Rhythm Plus problem. It might have been a problem while v1 was still getting updates (though I don't know).
