Support jank on MS-Windows (MSYS2/CLANG64 toolchain)

Add support for building, testing, documenting and running jank on Windows using the MSYS2/CLANG64 toolchain.

A separate port has been developed in jank-win, tracking the main branch. Current status is documented here:

Initial plan:

1. Open a PR to merge the cppinterop/folly/zip third party changes.
2. Open a PR to merge the baselines for the new third party libs (libchstk, MINGW-packages).
3. Open a PR to merge the jank changes.
