Steps to reproduce

When attempting to create a very small region the editor seems to block you from continuing. As an example, I can't seem to be able to create a zone with less than 108px height.
This started to happen after the 0.35.0 update.

✔️ Expected Behavior

Allow you to decrease the zone size as you wish.

❌ Actual Behavior

The editor blocks you from decreasing the zone size.

When you have the taskbar hidden, fancy zones are extended over its area, in my use case I use that area to put some management widgets, so I was using small zones to "replace" it in order to make the upper zones not take that specific area in space.

we can reduce the minimum size, but we need a limit, so in your case it would be the height of the taskbar, correct?
