Give copilot extra instructions for formatting bulleted lists

To promote consistency, provide copilot with explicit instructions for formatting bulleted lists:

• Use parallel grammatical construction wherever possible.
• Omit periods at the end where list items are sentence fragments.
• Use periods at the end where list items are complete sentences or form complete sentences with the introductory phrase.
• In a term list, bold the term, then use an unbolded colon, then define the term, starting with a capital letter and ending with a period, even when the definition is a sentence fragment.
