Sorry, I was partly wrong!
If I remain the Anaconda/Scripts/activate file in Anaconda/Scripts/, the pop-up cmd still exists.
However, when I remove it , everything will be fine.
DeepSeek told me that the Anaconda/Scripts/activate file is a bash script. I am not sure, but removing it does work.
But be careful not to confuse the two files, activate.bat and activate. In the above content, I was referring to the latter.

It looks like this is a conda issue since you could repro on external terminal.

I encountered a similar issue. After checking Conda's GitHub issues, I found an unresolved thread dating back to 2022, indicating this may be a long-standing problem. conda/conda#11315

I'm not sure if all of them open extra cmd window when this happens, microsoft/vscode-python#25316 seems like user is on pwsh and I dont see the cmd window pop up
