[TypeScript] Should syncProjectReferences remove references that are no longer needed?

If I add a dependency between two projects (via package.json) and then run moon sync projects, it gets added to the corresponding tsconfig under references as expected. However if I then remove that same dependency and re-sync, the references are not updated. Is this intended behaviour?

@niss36 This is intended because users may add manual references, so we don't have any context in which should be removed.

@milesj thoughts on making this configurable? I'm coming from NX which follows this behavior and I much prefer it, I'm constantly running into build issues because I forget to remove a reference
