runscope: tags. Allow multiple tags. implied AND

Looks like recently someone proposed that this be a thing (and it was delivered)

# Run `lint` in projects with the tag `frontend`
$ moon run '#frontend:lint'

but I would propose that this also be a thing

# Run `lint` in projects with the tag `frontend` and `react`
$ moon run '#frontend/react:lint'

and

dev:
  command: devserver
  deps: 
    - '#frontend/react:setup'

Does this mean "react AND frontend", so projects with only react or only frontend wouldn't be referenced?

yeah that's the idea, if you can think of a way to support OR and AND then bonus, but I'm thinking most people would really only care about AND for now
