ServerAgent v2.4.0rc4

Local build of Go binary 2.4.0rc4.

First release on this repo. Includes:

• bandwidth probe public iperf3 server list (max-of across regional probes)
• xray scanner-traffic filtering (public-IPv4 + 2-sample TCP + dst-must-be-local UDP)
• garble obfuscation

Future releases will be auto-cut by GitHub Actions in ServerAgent / ServerAgent-Go.

Stable URLs that always serve the most recently published binary.
Each language pipeline updates its own assets independently.
