Add some instructions to the agents based on the recently proposed developer's guide (#1760).
The idea is to have various agents refer to some "startup instructions" about the code base.
When something is developed using agent assistance, we can increase this knowledge base by asking the agent to update AGENTS.md with whatever it learned.
