Release CLI after Playground registry deploys

Summary

• add a repository_dispatch workflow for playground-registry-deployed events
• refresh cdm.json with cdm i, create a patch changeset, version with Changesets, build binaries, and create the GitHub release in one run
• support manual retry with a network input defaulting to paseo

Validation

• git diff --check
• YAML parsed with Ruby
