FISH-13435 Upgrade Payara starter wizard to archetype 2.2.1

This PR updates project generation to payara-starter-archetype 2.2.1 and lets users choose whether to scaffold for Payara Server or Payara Micro.

Starter archetype update

• Switches the wizard to fish.payara.starter:payara-starter-archetype:2.2.1
• Aligns generated archetype properties with the current starter contract (platform, payaraVersion, javaVersion, etc.)

Runtime selection

• Adds a runtime selector to the wizard:
  1. Payara Micro
  2. Payara Server
• Populates version choices from the appropriate Maven metadata source for the selected runtime
